The occasion of the mugshot was that Manafort was moved to a jail in Alexandria, Virginia thanks to his attorneys in a move that can only be described as a "clusterfuck."

Manafort also had a private bathroom, unlike other inmates. His previous mugshot was not released.
But Manafort's attorneys complained about the distance they had to regularly travel to meet with him in an effort to delay his trial. Instead, a judge decided to move Manafort into more a more traditional jail situation, though he will be kept separate from other inmates for his own safety.
When Manafort's attorneys realized what they'd inadvertently done, they protested, according to the New York Times, but the judge was all too bad, so sad, ¯\_(ツ)_/¯.

Manafort was one of three Trump aides indicted by special counsel Robert Mueller in October 2017. Specifically, Manafort was charged with multiple counts relating to money laundering and bank fraud.
Initially placed under house arrest, Manafort was ordered to jail by a judge in mid-June for alleged witness tampering.
Manafort served Trump's campaign for nearly five months, joining in March 2016 and climbing to be campaign chairman before stepping down in August 2016 after reports of his connections to pro-Russian forces in Ukraine.
Trump, for his part, tweeted that any wrong-doing by Manafort came before he joined the campaign and tried to deflect, as usual, to Hillary Clinton in another round of "Whataboutism."
For now, though, the old cliche that a picture is worth 1,000 words comes to mind because the mugshot of a former Trump campaign official in an inmate jumpsuit says a hell of a lot about how serious Mueller is about his investigation and how much those caught up in it stand to lose.
